Here's several reasons why:
He clearly only went off the course to avoid hitting the biker who crashed, and only had a split second to decide to do so.
He spent a FUCK-load more energy going from a dead stop and sprinting back up to full speed than just coasting down the stretch like everyone else.
He had to go down a wet, grassy hill on a bike with rail-thin tires. If u think the guy in front of him wiped out, the spill he could have taken down that mountain would have been 100 times worse.
...and most importantly
He ends up about 8-9 places behind where he was because he had to veer off-course. The entire pack that passes him was behind him before he had to swerve off the road.
