I went with:
DiCaprio because suave lady-killer he is, he was utterly believable as a snot nosed special needs boy.
Billy Bob Thorton for similar reasons, obviously he isn't the lady's man Leo is, but he was quite convincing as the well-meaning, slow-witted murderer.
I'm not sure about the chameleon definition we're going by, but my selections are based on subtle and consistently used mannerisms the actors employed rather than a great make-up artist, such as Colin Farell, or simple black face like Downey and Olivier. All these guys are great actors, but other than superficial appearances I'd say they are just acting to varying degrees of excellence. Yeah, Norton got in menacing physical condition, but ....well, I just picked someone else.
That said, my last vote went to Zorg. Yes, there is a lot of over-the-top make-up and costuming, but what makes it is Oldman's expertly employed mannerisms.
I'm assuming there will be more rounds because Oldman deserves several more nominations on his own.

The fact the RDJ did full on black face for an entire movie, hasnt gotten canceled, is seemingly universally given a pass by the black community (because lets face it, it was funny as fuck and not mean spirited) and got nominated for an academy award.
