Definitely Costa. He bounced Uriah Halls spinning back kick off his abs and when Romero tried to muscle him down after the fiest round knockdown, Costa easily resisted it.

His entire thing is outmuscling and berserking everyone he faces. his is a normal frame but so heavily muscled he's 230 plus pounds ripped out of camp.

He was average sized MW in his day too. Actually majority of his MW opponents back in the day were bigger/heavier than him: Belcher, Starnes, Franklin, Sonnen, Muñoz, Boetsch, Branch...all these guys were bigger and cut more weight than him for 185.

Nowadays, Okami is below average sized MW. Closer to WW average actually

Okami might be the strongest p4p but hardly stronger than a guy who is 15lbs heavier than him and very strong of his own.

In fights with Muñoz or Boetsch, it was pretty evident that Okami was not outmuscling those guys.
Franklin also stated "he is not so strong" in their fight.
Okami"s strenght used to be more about leverage and great posture.

Right now? IDK DDP is strong, as is Cannonier, Vettori is a bull, Costa is built like a brick shithouse.

All time? Prime Yoel Romero, Prime Paul Harris, Prime Okami, TRT Belfort, Lombard though he mostly fought at WW i believe, did Rumble ever make MW? And GSP if had made the move to MW sooner, same with Rashad if he could have made the cut sooner. What Rashad did to prime Chael was insane.
